People claimed that it was just repeating things said to it via a "repeat after me" feature, but the fact it was replying in such a fashion on Twitter brings me doubt. I do not know, I never played with it.

Be wary of these things though. The robot that they duped the Saudi King into granting citizenship and was "interviewed" by Matt Laurer is nothing more than Cleverbot with a face.

It was probably an ensemble method of token- and character based text generation techniques and curated responses with some heuristic picking the most appropriate message between them. The lack of published papers on Tay heavily suggests Microsoft didn't actually advance the state of the art in any significant fashion.
