And is it better to run tails through qubes or whonix.

If i2p is better, which OS is best for it? Is there an OS for i2p like tails in that it's live and only operates within ram

Is that a question or what? They have different goals try to solve different problems.

Depends on what are you trying to achieve. You can run Tails without any virtualization bloat from a read-only SD card or CD.
