Well I would guess that the inductive L component is really high with this inductor compared to same simple coil with same length wire mainly because the magnetic fields of wire fight each other for drastic change of current flowing through it that induces said magnetic field.

All in all, clever design, dumb for use in anything other than circuits where you need high inductivity compared to resistance of coil.

if there is no magentic field then it cant be an inductor. inductors store the energy in the magnetic field that's how they work. so what does it mean for RLC circuits? well it wont replace inductors. if you read the wikipedia page youd know this. youd also know the reason this thing exists because "The bifilar coil (more often called the bifilar winding) is used in modern electrical engineering as a means of constructing wire-wound resistors with negligible parasitic self-inductance."

That looks like two double coils stacked in opposite directions.

If you think about the right hand rule it changes the geometry of the field compared to Tesla's patent. The vertical biflar winding it likely different in geometry from a horizontal arrangement.
