You see, Maul, regardless of how few voice files every alien race in the kotor series had, they didn't seem to mind the lack thereof, nor be bothered by the obvious limits it imposed to their speech and therefore, their ability to communicate with other races. With that in mind, our little friend mad dog in this particular scene emulates that very behaviour, caring little about the meaning of his sentences and even less for the listener's interpretation of them, fortunately, the subtitles seem to cover that last part pretty nicely so why even bother, right.
Now, "why kotor and not something else?". Irrelevant but yes, it could've been something else entirely.
