I'd perform triage and a review of what can be kept and what can be jettisoned out.
I'd bring back certain rules such as it has to be able to function and stand as it's own complete story. Relying on some moronic "marvel cinematic universe" model is thrown out of the nearest airlock.
Those who makes it into the writing and script team, will be doing their job locked at an Alaskan outpost for 6 months without social media access, until the script is finished. Internet access is heavily monitored north korean style, to make sure it's only used for research or reference purposes. Writing team is allowed to bring books and other non interactive media.

People who are into trek, but also have some life experience and interests outside of the hollywood bubble. If they can't be found in hollywood, then look at fan submissions and try to find the next Ron D Moore if I have to.
