There is more to that question than which flag is most aesthetically appealing. A "good flag" may be described as one which is recognizable enough to stand out from others, yet simple enough to be reasonably reproduced from a memory.
The Terran Empire flag fails on this account because of the complexity of the Terran coastlines; the design features too much detail for a typical humanoid to faithfully reproduce by hand, though doing so would be a trivial task for a machine. The Vulcan flag is much more simple, though it may be difficult to distinguish from some other flags at a distance. The Cardassian, Romulan, Betazed, and Andorian flags, also feature far too much detail for typical humanoid reproduction. The Andorian flag in particular has geometrically complex text on it, which while perhaps easier for a speaker of the Andorian language to reproduce, exceeds the visual acuity of standard humanoid optical perception. The Klingon flag looks sufficiently reproducible, though comparison to the Vulcan flag raises concerns that the two symbols could be confused at a distance, given their shared triangle-in-circle geometric motifs. The Ferengi flag, though far from ideal, appears sufficiently simple to reproduce reliably from memory and sufficiently geometrically distinct to be visually discerned other flags at a distance without optical aids.
By the samples given, the Ferengi flag appears to satisfy the parameters of what constitutes a "good flag".

The Queen is Ron Moore's fault. The writers thought First Contact needed a villainous character so they came up with the idea of a Borg Queen, which undercut the entire point of the Borg as a giant mass of hivemind.

They didn't even need to slather some leathy lizard bitch in ky for that, they could have just re-activated Lore and had him gain full control over the Borg. Borg Lore now finds new purpose in the collective dedicating himself to becoming more machine just as Data is dedicated to becoming more human, and with a new megalomania seeing himself as the destined savior and ruler of the Borg decides to go back in time to stop Cockring's first flight. You still got the same plot, you got your villain, and you bring back a fan favorite which Wrath of Khan already proved was a winning formula.

Connecting to the Borg collective would expand the amount of data Lore could process beyond the capacity of his design, rejecting being an android designed to mimic humans. In my fan fiction Lore's consciousness would exist in the collective dominating it. You could do the scene the same as the Queen reveal. Do that same head attatching to the body thing but instead it's because the android is obsolete, just as Locutus said he would be and he's only reassembling it to interact with Data and Picard. That way he can look all beat to shit and greasy evil for those scenes and could have a black borg body setup too, just without leather titties unless you're into that.

It wasn't a bad idea, just poorly executed. Making her like a human woman was a bad idea. She should have been large and connected to shit, like a Borg parts assembly computer or something. It was even worse to show her being "assembled" and then hint that she did a diagnostic on Data's full-functionality with her vaginal aperture.
Frankly, I hate to say it, but Captain EO did it first and did it better. I didn't actually see it until 2012, but I was appalled as I did the math and realized that Roddenberry and the gang must have made a trip to Disneyland at some point. And if they were going to use an ancient actress for the part of the Borg Queen, Angelica Huston was just sitting around waiting for her agent to call, and you can see how effective she is.
