Then why was Picard dared to shave his head when he was at the academy? They at least see it as worth joking about.

It's pretty clear that it's a cop out answer given that Roddenberry was against Stewart as Picard and they even experimented with giving him a hairpiece

Because the writers of Insurrection thought audiences would be too retarded to understand that was a young Picard if he had hair. That pic is from one of the movies. Disregard it.

In the TV show his younger self had a full set of hair.
