I was always curious what these cities in space were like inside? We've only truly ever seen Deep Space Nine which as far as Starbases go in the Trek Universe is tiny.
Also what would it be like if anons ran a Starbase?

A Federation Starbase would be a no-fun zone, Quarks only persisted because the Bajorans owned DS9, Feds only handled the operations. Bajoran girls liked working as dabo girls and hookers.
DS9 is also tiny compared to a Fed Starbase.

I always got the impression Starbases were whacky fucking places. Most episodes when the ship was fucked by some major problem they'd want to head to a starbase for help, so you imagine at any given moment somebody is traveling to your starbase with a massive existential crisis they expect you to fix.
This kind of gets proven by DS9, where Sisko has to stop the entire Dominion and deal with powerful aliens because he's the nearest starbase.

They look like the inside of a starship probably, just with wider, more open spaces. From what I recall of Starfleet stations that's what they looked like.
Starbase Earhart seemed to have a large nature area that was at least partially surrounded by quarters, although that may have been a holographic projection of some kind.

Spacedock was comically large, even for its intended role.
A place to dock ships? You can have docking ports for that, have a DS9-type station with docking arms. For ship repair? Those claw-like starship docks seem to work just fine. A place for administration as well? It doesn't need to be that fucking huge. It also doesn't need to completely encompass such a massive amount of space that multiple starships can fit inside like a fucking starship garage. A place for shore leave? Earth is right fucking there.
Whole thing seems like a waste of materials. It seems like they could have built dozens of extra starships for the cost of Spacedock, but they built Spacedock for whatever reason.

It's spidery so it looks like it takes up more space, but in reality DS9 has less capacity a federation ships saucer section. DS9 had a crew of 300, average federation starship has a crew of 400.
It only seems larger because so many traders and people were passing through on their way to the wormhole (up to 7000 more people). But those people weren't sleeping there, they were just disembarking, walking through the promenade, getting on a ship, and leaving.
Think of DS9 as an airport where the staff actually sleeps in it.

Megastructures such as the "spinning top" starbase introduced in ST3 and re-used in TNG indeed almost certainly contain vast hollow interior spaces (even then, they're stupidly over-built). However, many "starbases" are shown as terrestrial settlements, with a spacedock either not shown on screen or meant to be non-existent.

It'd be massive, for one. DS9 was about the size of a large mall, I wouldn't settle for anything less than something as long and wide as Manhattan, but 4 km tall as well.
1 million residents, and most of the facility dedicated to armor, shields, generators, and weapons batteries. With the remainder dedicated to facilities to maintain and repair ships of various sizes and classes, and a few areas of a mall like atmosphere, and even a few parks and a small zoo.
