No one believes him or in him, just because he's a little weird, but he's managed to pull off some miracles over the years. He's underestimated and ridiculed (by Wesley Crusher of all fucking people) but he's capable of amazing things. Just like the fans.

That's the best thing about Barclay. He was made as a friendly poke at the fanbase, a minor joke at the fans' expense, yet he rose above his stereotypes and became one of the most successful and memorable characters in the franchise. While Wesley, on the other hand, was Gene Roddenberry's self-insert, the golden boy, the chosen one, yet he became the single most hated and rejected character in the franchise. I bet that really pissed off Gene.
