To be honest, Dukat was a shit ruler. He was an unnecessarily brutal, narcissistic and megalomaniacal opportunist. If you look at all the successful conquerers and rulers in history, from Augustus to Saladin and Philip II of France to Frederick the Great to Stalin, none of them showed any of those traits. Sure, they were all machiavellian as fuck, but none of them were as extrentic and self-centered as Dukat.
Dukat is more of a Byronic "antivillian", a tragic figure, like Mephistopheles from Faust, although not as powerful: He is the dialectic foil for Sisko and others, the anti-thesis, he is the "part of which that desires evil but creates good, the spirit that always negates" (Faust).
