Ocampa (post caretaker) had a natural life span of about 8 years. She'd, presumably, have been legal on her second birthday. If you were looking for prelegal Ocampa you'd need to get to them within a week or so of birth. They never address the massive energy requirement that speed of growth would need though. Kes should have been stuffing her face pretty much non-stop to survive.

Assuming she died at 8 years old, that would mean Neelix hooked up with her when she was just over 1 year old, that's like 10 so he's a pedo regardless of which age scale you use.

She could have been an exceptionally long lived Ocampa, meaning Neelix would have picked her up when she was the equivalent of about 18 on the human scale. Granted this is at best conjecture, but it's a point that should be considered.
