The whole thing is fucking retarded and unsalvageable. There would be extensive genetic modification done all over the place in the setting no matter what Cuckfleet wants. Only they would choose to limit themselves in such a way and only for so long as them doing so would allow them to continue to exist as a power - which is however long it takes for less retarded groups to utilize what they won't to completely crush them.
