Has Picard ever developed a meaningful, static relationship – either romantic or friendship – of any kind with any member of the crew?

I know that he and Guinan have a past which is probably more spiritual than friendship or romance, so that probably counts. However, I think they really only touch on that during the Best of Both Worlds where she was consoling Riker by telling him that, if she can let Picard go, so can he. I don't recall much other depth into their relationship other than that.

Then there was Vash, but she's an in-and-out character in the series and doesn't really count because she's never around long enough to convey any meaningfulness of their past.

He and Wesley got kinda chummy when they were stranded on that planet with the dude who was quenching his thirst with alcohol, but that was fleeting. I am sure he went right back to hating Wesley again afterward.

The Naked Now doesn't count when he was getting all flirty with Crusher the inhibitions of everyone on the crew were all lowered.

Lastly, the time that Picard and Riker were engaging in anal sex in Ten Forward after hours also doesn't count since they pretended it never happend after the fact and that happened in the second season.

Overall, Picard doesn't seem to really develop much of a relationship with anyone. It wasn't until the very last episode that he finally joined the crew for poker in spite of being invited several times over the span of the series.

In season 5, he fucked the chief of Stellar Cartography I think and they had a somewhat stable relationship. After she went on an away mission and almost died, Picard freaked and decided that his feelings for a member of his crew interfered too much with his ability to captain. Whatshertits came to a similar conclusion and she applied for a transfer to another ship at the end of the episode.

Well, yeah. His being a "private man" and his unceasing professionalism are pretty big aspects of Picard's character. When he Deanna tried to get him to act as surrogate father in the episode "Suddenly Human" he said he couldn't do it because his own childhood was pretty much nonexistent, by his own volition as well–he was too busy trying to become a Starfleet Captain to have fun like the other kiddies.

Ah, I forgot all about her. They at least kissed while they were playing music in the Jefferies tube. That was after the episode The Inner Light after he obtained the flute.

Still, fleeting at best. I am not just talking about romance, either, but friendship. He never seemed to even get close to anyone on the crew. Private guy as has been pointed out many times on the show.

I feel that in Star Trek such post would make ton of sense. Starfleet doesn't seem to have any direct obligations to the civil government; the command crew starts whining the moment a public service bureaucrat steps on board. If I was a constituent in the Federation, I'd sure want someone beholden to the democratic process to take care of the ridiculously expensive public property of starships and keep the megalomanical captains from blowing them up in their search of personal glory.

Mindwipe him Which must be a semistandard procedure for Starfleet doctors by now and re-define his role for him when he wakes up. Make him understand that the Federation civilian government is working against the ship and her crew, but that he must send complacent reports back at regular intervals so that nothing looks suspicious. If they need a security code to verify the reports torture him for the information before mindwiping him.

You can tell the writers intended for Picard to have a relationship with Bev Crusher early on in the series, then she left for a while, and they nixed that. There were even some scrap scripts they used, like the one were Wesley and Picard bond over crashing on a desert planet, which were clearly setting up Picard as a Father figure, making his eventual hardcore fucking of Beverly a more likely possibility. However, the fluid nature of the show, its long-running plots, and the fickle nature of some of the writers had them ax that idea and many others.
