Several times in the later TNG Seasons and I think even a few times in Voyager even. Usually in reference to them being a potential hostile force in an area or being badass warriors. DS9 mentions this fact all the time even before they show up in force.
Overall it feels like the writers had a vision for the Breen but then halfway through trying to implement them into a show went "Ah fuck it!"
