Okay let me explain what I have found. I was digging into acronyms of BOOM and tumbled on to this.

Look at the sponsors of the event. All of them huge global corporations or banks and on the top of that the University logo is an owl!

Could it be that they use students/contests to write algorithms that they can use with their censorship/identification tools?

Just look at some of those competitions!

This one for example could be used to target anyone they wanted, in theory.

They also had competition in which they wanted an algorithm that could identify the driver of the car just from his driving style etc! I'm sure there's a lot more!
