FISR is Federal Information System Requirements.
FIPS is whats used to enforce compliance of FISR. Agencies have to maintain various levels of FIPS for types of information. Obviously if you can find FIPS violations they can be criminal. Memo may prove a literal smoking gun that an IG or AG can't honestly ignore even though the Comey and Co decided not to pursue last go around, the memo might prove something that Wray/Sessions will go after! Its not the same DOJ now that Comey is not there.

If it went according to script, Comey have had a ton of political distance from her because he hurt her a slightly in the end. This would have been useful to them both. He is a lawyer, maybe an easy confirmation for a sleeper supreme court pick or something like that or more likely future cash and future cover in the FBI if wikileaks had some other clinton(pick your scandal) dirt they needed to bury with an FBI investigation.

Concerning Gowdy's "History will" comment. It's very simple: In retrospect history will prove that Comey tried to backtrack and do the right thing for once and the Democrats will hate him for that, for trying to cover his own azz. But the fact of the matter is that Comey is one of theirs and will always be. He's in too deep and was probably one of the main conspirators in this scheme.
I don't see any ounce of Whitehattedness in anything Comey has done, expect for that one instance of reopening the Clinton email case…
