Yes, it most definitely exists - at least since the 1970s. It seems it has been not only tested on military "volunteers" but also on the general public without their knowledge. There are is too much publicly available information out there to deny it. Right now, it's more of a question of how good have they gotten at using it and to what purposes have they engaged it?

Several scientists who have worked on the projects have also come out and said so. I believe the first time I heard of it being used was on Timothy McVeigh to influence his behavior leading up to the bombing (which he may or may not have actually participated in directly).
