One can imagine a missile being very loud and bright for local residents. This article suggest a better supported explanation.

Local residents would have witnessed a missile but not a helicopter.

I think the number 38 is a reference to Saturn as 38 is on the face of the Saturn Square.

For example, a .38 caliber pistol is a Saturday Night Special.
