The location appears to be Hong Kong, China with the photo taken at the intersection of Portland and Hamilton Streets. Looking down Portland St. - (notice the SFALO sports store and Western Pacific Kindergarten signs on the left side of the street).

The signage appears somewhat different, but that is probably due to the older Google image - taken Jan. 2017. The buildings match though.

Looks very much like Prince Willum.

The apparent height, hair line, slope of forehead and nose very similar.

Even shows his propensity for looking down as he strolls.

Also the blue shirt and tan trousers are interesting.

Nice catch Anon! Prince Edward visited HK 6-4-18. Though like William, I doubt they let the Royals walk around without a lot of fanfare.

However, other Anons are now speculating that it is former Clinton Foundation executive Joel Getz - tied to a Chinese kindergarten run by the RYB Education New World company and is being investigated for sexually abusing children.
