I've been digging into the odd ruling.
This was an intentional ruling for what's about to happen. Post Civil War until the present day era the Deep State created their own shadow government. However, as this ruling foreshadows, Congress didn't follow proper procedure.
I'm not a lawfag but most of their laws are held together with duct tape and glue. They never thought they'd lose power and didn't bother to get rid of the old laws they were replacing. Instead, they did it half-assed and plastered new laws over them.
Most of their laws will easily become null and void based off not properly implementing them.
