Its not just one foreigner who will join the school, its lots of them. There's only 1 or 2 actual ponies among the students because of muh diversity.
But just because the school is diverse don't mean it will let in diamond dogs, mules, donkies, buffalos, cows, sheep or any of the many other intelligent species living in Equestria who aren't ponies.
