I don't want to join into this "lol niggers r dum" circlejerk, but this is pretty true.
Punk was a response to prog rock in early 70s. Some people (ideologically related to earlier skinheads in UK that listened to early ska, a Jamaican genre) wanted to return to simplistic roots of rock, as they believed, in simple chord progressions (like roots blues) and savage rhythm. In that sense, punk can be thought of as nigger rock (if one uses "nigger" as meaning "savage").
