Mate, what you fail to understand is exactly why Punk came into existance, why it died, and what it was originally.
A little context for you:
Before Punk, there was Prog. Prog was fine, until it got so unbelieveably up its own arse that twats started putting 10 minuite long keyboard solos into every fucking track. It had stagnated and the people got bored and started playing classic rock songs with their own twist on it - Pub Rock. This gave people the idea of "Hey, seems like a laugh. I can do that, but I wanna sing about shit that bothers me." and so Punk was born.
Thing is, back in 1970s/80s England, we actually did have shit to complain about, what with Thatcher putting the working class out onto the street and the mountains of bin bags piling up in the middle of town because of strikes. Nobody could get a job and anyone with a job refused to do it because they were treated like shit, thanks to Maggie's labour laws.
The Sex Pistols basically started the Punk movement by accident because of one interview on a popular tv program - they told the interviewer he was a rude bastard (largely because one of them was off his face drunk) when he was, which make them the poster children for the "I'm not gonna keep quiet for you" feeling in youths, and thus history was made.
Only, once it became commercialy viable, it got a big following and became a 'look'. There was even a sketch on a popular comedy show about a guy going into a shop and asking for the "punk look" and coming out loking like the guy in OP's pic. Look at the Pistols in pic related, yeah they have coloured hair and alt clothing, but nothing to the absolute extreme, like in OP.
The thing is, that is what happened when people took Punk at surface level, ignoring the fact it's actually about disaffected people with real problems that just weren't being listened to, so they decided to shout about it. People only heard the volume, not what they were saying.
Jonny Rotten said "ever feel like you've been cheated?" at the end of the last sex pistols gig, which was basically him looking out at the crowd and seeing a bunch of poseurs who never gave a shit about them until they got popular and thought "fuck this, it's not what I'm about."
There's no denying that PIL was a much better band than the Sex Pistols or that Lydon has since sold his fucking soul away, but they were pretty much the essence of what it is to be punk - Living how you want and saying what the fuck you want to say, even if nobody wants to hear it.
American Punk is entirely different to British Punk, so don't lump us in with your shitty problems, mate.
I don't know what sort of pussy shit modern punks are doing, but back in the 70s there was a rise in Neo-Nazi shit with skinheads spraypainting swastikas and brutalising minorities, which started to cling onto Punk. Only, the actual punks didn't like that so they kicked the shit out of them. Lot of people died, too. So forget that weak #punchnazis shit.
