Yes. Unless a formal agreement has been entered into no party has the right to forcibly extract a fine from another. Furthermore, the fact that fire extinguishers are only a penny makes the prospect of the state forcing the responsibility to buy them on landlords even more ridiculous since the tenant could easily take responsibility for their own safety and buy one themselves.
