What are you basing the belief that they will be stopped on? And yes, taking over an entire town's houses and people is going to be worth a lot of money. Since there is no greater law and you could get away with it, it would be very tempting.

I don't see what 'assumption' I'm making. I am not saying that every town will have one protection firm. I am saying that in this imagined scenario the town is only big enough to support one protection firm.
