To answer the question: Socialism has existed, yes. Socialism is the transitional stage between capitalism and communism. It's however not equivalent with what Marx called "lower stage of communism" but it does have massive intersections. The only countries in which socialism still exists would be Cuba and the DPRK, although one could argue that both have made some concessions recently. The reason why socialism failed in the USSR (it didn't reach communism) was mostly because of a revisionist concept of communism which took hold, which mostly saw communism in terms of abundance, but not within a continuous change in social relations. In terms of abundance and production output, the USSR has outperformed capitalism manifold in all areas.
In human history, only two forms of quasi-communism have existed: The primitive communism of the stone age, and the indigenous communism of the Inca Empire. Both of course look very different from how modern communism would look like.
