Usually no one chooses to give up their freedom. Even the United States had riots & violence when the government began implementing top-down programs like busing schoolchildren across towns to implement "racially integrated" schools. Whenever real freedoms are challenged there is usually violence and resistance on part of the population. Even among the Communists there was real resistance when it became clear the Bolsheviks were going to implement a centralized government in Russia.
