They cannot do so. Any measure they take will hit them worse than us, even if we suppose that we're each others only trading partner. That on top of all the taxes and monetary stabilization programs they'll have.
If they lower prices domestically, they'll be producing at a loss, and we'll buy things cheap. If they increase prices domestically, we simply don't buy their shit anymore. If they withhold some essential production good from us by raising its price and only giving subsidies to domestic buyers, we will find a substitute, or we will still get our hands on it through the black market that is bound to come into existence. If both things are impossible, then you are essentially begging the question.
