Note how I listed the lunar base/colony before the Venus and Mars parts, having a permanent base on the moon means you have access to materials in a gravity well far less than Earths, so you can easily get lots of stuff into orbit and to Venus to construct a floating city.
The reason for colonising the fuck out of the moon first is so you have a massive workforce there to crank out huge amounts of materials and parts.
