They don't engage in using direct force, but they do spend money on policies that prevent separatist parties from getting in power. Besides all other political pressure that is. They won't directly attack you, they'll use extortion money taken from taxpayers who couldn't care less about preventing your secession, or at least have no intention of using force to subjugate you.
