So it enforces egoistic behavior. As what's in my self interest depends on my personal priorities, that means the state will not just demand specific outside behavior, but specific motivation behind it. That, however, is almost guaranteed to lead to totalitarianism.
Not just that, your proposal is self-refuting. Why would an egoist care that other people act egoistically? The state, then, acts as an altruist who's enforcing egoism.
