No, it doesn't work like that.

Oil isn't magically teleporting from A to B.

It's extracted (produced), shipped, transformed, shipped around again & then stockpiled near customers.

The result of this is there is a serious time delay between the time the market react to a production increase/decrease as the market price is evaluating how much oil is available in the ready to sell.

Oil glut/peaks happens depending the amount of oil available in the depots, something as simple as building more storage can make the price rise, and not how much is produced. Which is why oil is so volatile. The big oil depot/train fire in Canada make a market boom bigger than than holes in Venezuela production, because that was oil ready to sell (or already sold).

The influence of production on pricing is that it sets the trends rather than the price.

By the way, the drop in 2015 you see on the first chart marked a moment when oil was at its cheapest since recession and was caused by strong petrodollar and, you guessed it, OPEC. Global price of oil will not drop because of Venezuela producing more of it; it is volatile chiefly because of political decisions, value of petrodollar, and whatever OPEC decides to do.
