Anyone know more about this 9mm ammo? It's called Raufoss HE, so I'm guessing it's made by the company and uses RDX or a compound similar to what's used in the Mk. 211. Is there any product sheets or diagrams on it?

Its designed for practicing indoors. They poof into powder on impact and as such they wont even penetrate sheetrock.

I'm dubious there's enough material in any grain of 9x19 to make an effective incendiary round.

That's called Frangible, and making a frangible incendiary sounds like a recipe to melt your barrel or blow up the gun in five shots.
