Probably not the term you're looking for, but maybe it'll help narrow things down.
In the (US) military we have what's called a "Command Decision" when the chain of command is fractured. This is to prevent defeat until the last troop dies or surrenders. Also, an authority structure of sorts. If no orders are given, I look to the currently available most senior officer for guidance. If everyone else is dead and I'm the last one left, I'm the new commander of the military. In theory, it can go that far. Most commonly, it's used for time sensitive decision making. Example. Something bad happens. Everyone says "Oh shit!" and immediately figures out who the highest ranking person is, and you might be that lucky guy. "Ummm… oh shit. Do this now!" Grats. You just made a command decision. As a result, you're the one who takes responsibility for the praise or punishment for doing so.
Free will decisions without orders = command decision.
Going against orders = insubordination.
