The angular crotch straps with the buckles are part of a parachute rig IRL, not sure why he is using them. The sternum strap, if attached to the shoulder straps of the chest rig, would in theory keep said shoulder straps from sliding off the shoulders. You see this a lot on backpacks.

Looking at photos of parachute harnesses looks like the chest strap is likely part of the same system.
