ATGM is a specialised system for engaging enemy armor,and its only improvised into AP role.

And given the nature of the HEAT warhead it has limited effectivness against infantry.(Unless it has frag sleeve).

I'm thinking about fully thermobaric version to engage infantry and not waste perfectly good HEAT on a group of soldiers only to see most of them walk away,shaken but not stirred.

This would be more of a Thermobaric Guided Missile.

I think the number one problem is doctrine. Developed nations rely too much on radios and the ability to simply call in artillery or air support.

In a real war there are no radios, it's all jam all the time. Having a troop weapon which can take out a bunker or a sniper nest is ridiculously important.

That is more like it, light and cheap while out-ranging HMGs. Throw in a 60mm mortar version and give each section a knee mortar with a couple of rounds and you have bridged the 400m - 3,000m gap with cheap prevision weapons.
