Myanmar is worse.

They have 4x the population of Serbs, 3x the jungles of Viets, more mountainous terrain than Pashtun (Myanmar is also on Himalayas)…. and while they may not have an educated populace, they have as many weapons as Yugoslavia, more resource wealth and are openly supported by bordering China and Russia.

Myanmar is a Chinese ally and right at their door so no way they will allow this. Myanmar has recently bought/ensured Russian favor with the Su-35 deal. India also supports them and will not like any conflict which increases influx of refugees.
