It doesn't it's the journalists that are making their job as usual, they shot down a Tornado and fire at a F-15. They never claimed anything else.
The F-15 was either extremely lucky or it's pilot extremely good (mercenary?), it fled at full afterburner then it jettisoned it's fuel tanks at the last moment which created a burst of flame causing it the missile to detonate early and allowing the plane to continue with just shrapnel damages.
That looked like a hit from the ground but it's just an extreme close call (but the houtis didn't claimed they shot it down, just that they had a cool video of KSA pilots running for lives).
Also it doesn't look like a MANPAD, it's probably a jury rigged AA-10 Alamo to be launched from the ground, the houtis are quite apt at re-purposing older munition (most of their ballistic missiles are jury rigged SA-2).
