5.45 will always be more effective at lower velocities due to the tumbling effect from the spoontip. Through barrels shorter than 16" or so, the 5.45 will always outperform the 5.56, at any range. However, keep in mind this data wasn't collected with two "equivalent" cartridges–7n6 has lower-grade powder compared to NATO cartridges. If the two cartridges being tested were completely equal, with the same casing/primer type, same powder, etc., 5.45 would appear even more viable.
