Here is how I would do it having no strategic, military, combat, battle experience at all. This is a pozzed city, so I really don't want to capture it insomuch as completely destroy it or kill all inhabitants.

They are heavily dug in, have an abundance of redundant defenses and essential systems, and are capable of striking anywhere on Earth form space. I would go all in on the first strike with almost everything I have for the sole purpose of overwhelming their defensive countermeasures and to cause as much physical damage to their infrastructure as quickly as possible. All rockets and artillery will be used simultaneously in the first strike and will primarily target anything they are using for air defense.

Wave two is loading all that VX onto the drones and having them swarm the city to disperse their payloads at procedurally generated way points created by the AI drone advisor for equal dispersion.

Wave three is sending all of those robots into the city to test what is left of their defenses.

Wave four is up to you guys, I don't care about the city anymore.

When it comes to bio agents, I'd think something like the pneumonic plague or a fungal agent would be better. More natural carriers than ebola or any other viral agent. Small pox could work, easily enough to modify it to break vaccines as some aussie shit heads did with mousepox and its own vaccine back in like 98 IIRC. Also very infectious, has flight characteristics of smoke particles.

VX, while horrifying, requires multiple dosing to a large area to get desired effects. Chemical agents may be very effective area denial tools, but the lingering costs are minimal compared to that of a severely infectious biological agent.

Ebola is simple enough to avoid once it is a known problem in an area. Since it can't spread through the air, primarily through bodily fluids, it makes it significantly less infectious but dangerous none the less.

If there was a very heavy animal presence, then any bacterial or fungal agent could be introduced very easily. Any rodent infestation can become a breeding ground for the Plague like the good old days in China. And unlike modifying a viral genome that requires a Bio-Chem major (there are volumes of reference material for introducing new genes into different types of viruses), you can heat up any bacterial agent with careful and monitored dosing of anti-biotics of various types.

With the various gear you provided, it wouldn't be too hard to get enough biological material into the city with the howitzers/supersonic drones/rocket arty you could cause some serious chaos. Add in a generous helping of the CF3 to set hardened structures on fucking fire, and you got a destroyed city with no reason to not nuke it to kingdom come. Though a neutron charge would be a better idea to sterilize the contamination with limited fallout of biological agents.

And yes, you have enough robots to do all of this remotely.

If we've got nukes then explode a couple high enough above the megacity to EMP it without damaging the infrastructure & cultural stuff. Most cities will fall apart after a week or so without power, megacities will probably feel the pinch must faster as they're going to be a lot more dependent on a decent power supply. Blockade the city and capture anyone trying to leave the place, as peacefully as possible, and lead them behind the lines to be processed. In the unlikely event that they're able to continue after the EMP strike then the water supply gets a nice thick dose of Cholera while the blockade is maintained. Throw a few shells worth of VX at them if you want to score the WMD trifecta.

What sort of military assets does the city/their nation have outside of the walls? If you're not keen on the war crimes option then just settle in for a good old fashioned siege and make sure to rotate your men as often as practical.
