Their major problem is manufacturing, and poor decisions made at the highest levels, not design or low level decisions.

There's absolutely nothign wrong with the design of Tejas, it would have been like a slightly lighter version of F-16XL.
The issue is in the fact that they can't build it properly, for example during one of the test flights the composite parts literally flew off the aircraft, the pilot was seeing his own aircraft disintegrate around him because it wasn't properly glued together. They use a giant bell vacuum for the curing process and put the parts in it after they glue them, whereas in the west (and Russia/China) they epoxy the composites while they're under vacuum so the epoxy is as fluid as possible in the vacuum. It helps remove bubbles and makes a better seal..
