Not really when you consider the machining time going to several extra barrels plus regulating them properly (and ignoring the issue of sights) it's only in actual operation that the pepperbox is simpler, and even then the Nagant isn't that complex.

If you want to fire it long range, it does need a bit of a barrel (~1cm) with enough grooves to spin it.

If you're just firing close range it doesn't.

It's extremely low-pressure, a steel casing can probably contain it so there's no need for a chamber.

Couldn't you make some pretty neat "assassin ammo" if you used them to fire (saboted) flechettes? A DAO pepperbox seems to be an easily-concealable and reliable weapon, which goes well with the intended role. I can even see this as a self-defence weapon, because you can't damage your ears with it. And you could try to sell it to people who are interested in it simply because of the novelty. Is this kind of ammunition legal in the US?

As far as I'm aware there are no regulations on piston ammo in the US. However as with a lot of things if it became popular I'm sure that would change.
