It's just meant to asses who's money's who's so they can redirect stolen assets into friends' hands and make more room for their gravy contracts without raising their spending too much higher short-term. The heads of the military have been wanting to do an "audit" of themselves for decades because of companies/politicians dipping their feet too deep into shark-infested waters. Not to cut spending, but to repurpose it.

That never happens when only giving selective details of your finances for an audit, you want to do a purge of incompetence you need a full audit. If they pull the national security card then it grinds the audit to a halt and gives reasonable suspicion to continue investigating. Not allowing an audit at all is much better then half assing it if you've got something to hide.
