I'm pretty sure that, despite the best efforts of various defence companies, a single anti-shipping missile is about 10 times cheaper than even a bottom end cargo ship. Even if the US didn't have a lot more money to burn than Iran they could just launch a spread of five ASM at each ramming ship and still come out ahead.

General Ripper exploited the AI that would never target a civilian ship and did not play the role of an Iranian commander. I doubt any small boat would be able to get anywhere near an entire fleet on open sea because its just plain suicide but without taking the enemy with you. Absolutely no cover or concealment to speak of along with crews that are trained for exactly that type of attack. And that's before you get into CIWS and automatic three inch guns.
