Berdan is cheaper than Boxer, which do you think the military uses? Most of the 5.56 NATO and ALL of the 7.62 NATO are using Berdan primers, unless it's really high end or modern rounds.

FYI you can reload berdan brass. I haven't done it, but there are tools for that process. I've also heard of people converting brass.

Depends manufacturer, I think all the modern 5.56 rounds (M855A1, Mk318) are because you use so much commercial ammo it made sense financially, but I wouldn't bet it's all of them. And it's certainly not the case of IMI, RUAG, etc… that provides much of the world supply of 5.56 NATO.

White Cloth + Sulfuric Acid, Soak it

Saturated White Cloth with Sulfuric Acid + Potassium Nitrate Solution = Nitro Cellulose

That method is safer to do than just dumping cloth or paper into concentrated nitric acid
