It's called Kryptek, the newest form of memecam. From the tests I've seen it's less effective than older, "classic" camouflages like Woodland and Coffee Stain. At least MultiCam works decently in arid and semi-arid terrain. I have considered getting the urban variant, mostly because it looks cool.

The point of dazzle wasn't to hide the ship, it was to make it hard for the enemy to determine your range and bearing. By all accounts it was extremely effective.

It didn't really work because moving objects are piss easy to discern against any background, plus the rangefinders of that day used the split image technique, and abundance of sharp high contrast lines made it much easier to use.

Coincidence rangefinders were even more susceptible to dazzle than the naked eye, because the repetitive pattern makes it hard to tell if the two images are actually aligned.

It's also very difficult to visually gauge a ship's speed and bearing at a distance even without camo, if you can't actually make out the ship's bow it's basically impossible. According to first-hand accounts it wasn't at all uncommon for attacking subs to wildly misjudge the direction, distance and even the number of approaching ships, even in good weather.

It supposedly acts similarly to flecktarn in principle. You got a bunch of small dots (or in digital's case, pixels) that make the colors blend at a distance. The concept itself isn't bad, but the problem is that there's people who think that just because a pattern is pixelated, it's instantly a thousand times better, making people disregard the actual pattern design and color selection. This is why flecktarn, TTsKO, KLMK, are still up to par (or sometimes better) than the trillion MARPAT clones there are out there (except for CADPAT and Pencott).
