Croatia has HS Produkt. Swiss have a shitton, most prominently SIG but also Bleiker, Brügger & Thomet, Hämmerli, Morini, a division of Rheinmetall, RUAG, Sphinx Systems, Swiss Arms, and Waffenfabrik Bern.

As for first world Europe, there's Beretta. Italy also has Chiappa, Uberti and Pietta, but I don't think they make anything but stuff for export to the US. Germany has Walther and Rheinmetall Waffen Munition GmbH (Includes Mauser).

So a 416 is around 1200€ (which isn't surprising, it's a gun designed in the 60's HK can make with the existing tooling for the G-36. Sure they sell them to civilians for twice that but if they did that for military everyone would just buy SCARs that are much better instead and in the 2000-2500 price range).
