I can safely say that you are right about a large portion of the japanese population.
I've been to Japan a few times now and people will say and do things to foreigners that i would generally consider rude. They are very polite when they do but what they're saying/asking is usually a tad out of line.
For instance, i am quite large, over 2 meters (6 foot 8?) tall and i workout. In my case, people would, with staggering regularity, come up to me and ask for pictures, ask me to hold them up, feel various parts of my body, etc. all in broken english. At first this was quite amusing and ego-boosting but after a few times it was quite clear that i was a freak or circus attraction to them.
This happened mostly in the larger cities and at later hours of the day so alcohol may have been involved.
I've heard stories similar to mine from a female co-worker of mine who is blonde.
Japan isn't the only country this happens in, of course. I even had some people in the USA come up to me with similar intent.
Also, i'm not as familiar with how they react when it's behavioral differences due to the language barrier. Not from my visits anyway.
