Quick explanation:
Normal fighting games use delay based netcode, where your inputs will be delayed a certain amount of frames so the game has time to send/receive inputs from the other person as well. People don't like this because it makes the game feel "underwater".
Rollback, on the other hand, predicts the next few frames, then when it receives the packet and sees that the prediction was wrong, it rolls the game back to the now correct state, effectively making it feel like offline play.
