As an artist, I've been there and I know what's going on. Your friend commissioned art that the artist really didn't want to do, but also didn't want to say 'no' to. The artist is fully aware that your friend has paid and is still waiting for the art, and the artist is going through much more mental anguish over this than your friend is. Stop bothering the artist and just be patient. It might take 6 months or 2 years, but your friend will eventually get their art.

This is not a new phenomenon. The Mona Lisa took da Vinci 14 years to complete.
